Why not the U.S. regulators to take all the small banks instead of taking one by one ?

i read in the news papers that the u,s. regulators took over two small banks on friday, in michigan and illinois, bringing the tally of bank failures to 15 so far this year. why not nationalize all the banks to avoid future economy crisis which reflects all over the world.
