Doesn't the constitution grant citizens the right to overthrow the government?

When they feel that the government is not doing their job right? So why haven't U.S. citizens overthrown the government yet since Bush and his administration has such an incredibly low approval rating? And I know his time is almost up, but why wasn't something done before?
