How do I mark an email address as Not Spam if I don't have a Not Spam on in the Bulk folder?

I receive a newsletter that keeps getting sent to the Bulk folder as spam, but it is not spam. I move them to the inbox, but it still keeps receiving this address as spam and I don't have a "Not Spam" on in the Bulk folder. The Spamguard instructions were no help because they told me to select the message and click on the nonexistant "Not Spam" on.
